1. The opportunity
World Government Party (WGP) invites expressions of interest and bids from qualified individuals, entrepreneurial teams and legal entities capable of designing, establishing and operating dedicated Country-Accelerator networks.
Applicants may bid for one country, multiple countries, a regional group or a global scope. A bidder may propose a digital, manual/physical or hybrid operating model appropriate to its chosen country or countries. WGP does not prescribe a single territorial or administrative structure: the bidder should propose a justified local network design and explain how it will deliver measurable results.
2. Who may bid and how networks may be built
The invitation is open to capable applicants regardless of organisational type or size, subject to the final eligibility and due-diligence requirements. Potential bidders may include:
- Individual entrepreneurs and entrepreneurial teams.
- Existing social networks, online communities and technology/platform operators.
- Companies, membership organisations and physical/community outreach operators.
- Investors, high-net-worth individuals and groups willing to assemble or support an operating team.
- Governments or public institutions, where legally authorised and able to enter the relevant arrangement.
- Consortia combining technology, local execution, funding and operational capability.
Digital network building
Applicants may use suitable digital systems, online communities, multilingual tools and technology-enabled recruitment to build the dedicated WGP network.
Manual/physical network building
Applicants may build through direct recruitment, local teams, meetings, community outreach and sustained in-person engagement. Digital, physical and hybrid approaches are all eligible if they meet the tender requirements.
3. WGP’s BIAT/BIAO programme model
Country-Accelerator networks follow WGP’s Build, Incubate and Accelerate pathway, followed by one of two options: Transfer (BIAT) or continued Operation (BIAO).
Build
Establish the dedicated network, infrastructure and implementation capacity.
Incubate
Develop local teams, partnerships and operational capabilities.
Accelerate
Grow participation, demonstrate measurable traction, and deliver and evaluate agreed socioeconomic development interventions.
Two possible pathways
Transfer (BIAT): Where appropriate, transfer the network, capabilities and agreed responsibilities to designated recipients when predefined readiness conditions are met.
Operate (BIAO): Alternatively, the builder may continue operating the network on an ongoing basis under the agreed contractual and commercial terms.
4. What the builder is expected to do
Build and operate
- Design a network model suited to WGP's programme and the selected country or countries.
- Recruit, activate and manage network participants.
- Promote the applicable WGP membership proposition.
- Establish and operate the network within the awarded scope.
Measure and improve
- Generate verified paid memberships where legally permitted.
- Record structured outreach outcomes and market feedback.
- Provide timely feedback to support improvements.
- Follow the final contract, reporting, privacy and compliance requirements.
5. Proposed commercial model
The proposed membership price and any country-specific pricing will be specified in the complete tender or applicable country schedule.
The final tender and contract will define eligible collections, applicable currency and exchange-rate treatment, taxes, refunds, reversals, payment-processing costs and other relevant adjustments for each country or award.
Rapid settlement and payouts
WGP’s proposed settlement approach is to remit the builder’s share of verified, eligible and cleared membership collections as quickly as practicable. The target may be settlement within three business days (T+3) of the contractually defined settlement trigger, with eligible amounts reconciled and paid at least weekly as a fallback, subject to the final tender, payment-provider processing, applicable law and clearly stated exceptions. These are proposed terms and will apply only as expressly confirmed in the final tender and agreement.
6. Support provided by WGP
This is a work-and-earn opportunity, not a conventional contract in which WGP pays a fixed fee simply for work performed. Builders earn under the agreed performance-based commercial model from eligible membership collections; income is not guaranteed.
- The WGP programme framework, technical know-how and applicable membership proposition.
- Access to the authorised membership platform under agreed arrangements.
- Initial programme training, ongoing mentoring and operational guidance, as specified in the tender.
- Programme materials and approved updates.
- A process for reviewing structured market feedback and communicating approved improvements.
- Transaction records, reconciliation and settlement reporting under the agreed payment arrangements.
Support is defined by the complete tender and agreement. It does not imply guaranteed demand, guaranteed earnings or automatic funding of the builder’s operating costs.
7. Eligibility, evaluation and award
Applicants should be prepared to provide details of their leadership team, relevant execution experience, proposed network design, intended country coverage, recruitment and activation plan, financial capacity, working-capital approach and compliance arrangements.
The complete tender will define formal eligibility, bid evaluation, submission requirements, any applicable deposit or security, execution period, targets, verification standards, reporting, payout terms and contract conditions.
Participation is subject to applicable laws in each selected country. Public institutions and other applicants must demonstrate authority to participate and contract. Applicants of every type are subject to the same published selection principles, with proportionate due diligence. No award is guaranteed by submitting an expression of interest. The complete tender and formally issued clarifications will govern the process.
